Dr. Fisnik Korenica – Biography

Fisnik Korenica is a founding partner of PRI Legal & Partners and one of the region’s most authoritative voices on EU law, regulatory alignment, constitutional and public law, and strategic legal reform. He brings over 15 years of combined academic, advisory, and leadership experience advising governments, international organizations, investors, and institutions across the Western Balkans and the European Union.

Fisnik holds a PhD in International Law from the Vrije Universiteit Brussel (VUB), where his doctoral research examined the EU’s accession to the European Convention on Human Rights. He subsequently conducted post-doctoral research with the Fundamental Rights & Constitutionalism Research Group at VUB, focusing on EU external relations law, human rights architecture, and constitutional pluralism. He also holds an MA in European Politics from the University of Sussex and an LLB from the University of Prishtina.

He is an established academic scholar, with publications in leading international journals including the German Law Journal, European Constitutional Law Review, Maastricht Journal of European and Comparative Law, European Public Law, Public Law, and the International Journal of Constitutional Law, among others. His work is widely cited in the fields of EU law, constitutionalism, and human rights.

Beyond academia, Fisnik has extensive hands-on experience as a senior consultant and legal expert for international organizations, including the European Union, OSCE, GIZ, World Bank, Council of Europe, and other multilateral and donor-funded institutions. He has advised on legislative drafting, regulatory approximation, institutional reform, and EU accession-related processes in Kosovo, Albania, North Macedonia, and at EU level in Brussels.

Fisnik previously served as Executive Director of the Group for Legal and Political Studies (GLPS), one of the region’s leading think tanks and a key partner of the EU, where he led complex, multi-year reform projects and engaged directly with senior government officials, EU institutions, and international stakeholders. He has also participated in high-level EU-facilitated dialogues and negotiations, providing expert legal and policy advice on issues of international law, statehood, regulatory commitments, and EU integration.

At PRI Legal & Partners, Fisnik leads the firm’s Regulatory Compliance, EU Law, and Investment Strategy practice. He advises corporate clients, investors, and institutions on navigating complex regulatory environments, structuring EU-aligned operations, managing public-law risk, and engaging with regulators and public authorities. His distinctive strength lies in translating sophisticated legal and regulatory frameworks into clear, actionable strategies that support legal certainty, business continuity, and long-term resilience.

Fisnik is currently Associate Professor of Law at the University of Prishtina, a member of the Permanent Court of Arbitration in The Hague, and a frequent advisor on EU-funded and international reform initiatives.
