European Law & Regulatory Strategy Advisor
Dr. Zamira Xhaferri is an expert in European law and regulatory architecture, serving as a full-time Lecturer in European Law at the University of Amsterdam’s European Studies Department. She brings a rare combination of academic excellence, legal practice experience, and policy insight across Europe and the Balkans that uniquely benefits clients engaged in EU-related regulatory and institutional matters.
Zamira holds a PhD in European Law from Maastricht University, where her research focused on delegation of powers and institutional balance within the EU legal order. She also completed an Advanced Master of Laws in International and European Economic Law at Maastricht through a merit-based High Potential scholarship, a Double Master degree in Law and Economics under an Erasmus Mundus scholarship (Erasmus University Rotterdam and Hamburg University), and a Bachelor of Laws (summa cum laude) from the University of Tirana. Through these interdisciplinary and international qualifications, she combines deep legal theory with real-world regulatory understanding.
Zamira’s academic profile is matched by strong legal practice experience: she previously served as a legal coordinator and researcher for the Office of the Albanian Prime Minister and practised as an attorney at law at a leading Albanian law firm. She has also taught European law at the University of Würzburg and the University of Fulda in Germany, as well as at The Hague University of Applied Sciences in the Netherlands. These roles reflect her ability to bridge legal academia and practical legal problem-solving in multiple legal cultures.
Her scholarly work focuses on complex aspects of EU institutional law, including the delegation of powers to EU agencies, rulemaking practices, and the balance between regulatory autonomy and accountability. She is the author of the monograph Law and Practices of Delegated Rulemaking by the European Commission (Brill Nijhoff), and her recent research articles and book chapters appear in respected academic venues on topics such as EU enlargement, delegated acts, and investment arbitration frameworks.
